Solution Gap Analysis & Filling: Identify functional or technical gaps in project solutions and source the right technologies, vendors, or partners.
SOW & Specification Development: Create detailed Scopes of Work and technical specifications for all project components, ensuring that deliverables are clearly defined, measurable, and aligned with the overall city vision.
Technology Selection & Alignment: Evaluate and recommend the most suitable technologies, platforms, and service providers, ensuring interoperability, scalability, and compliance with integration frameworks.
Solution Orchestration: Assemble these components into a cohesive, end-to-end deliverable, defining how systems interact and ensuring all parties (vendors, SPVs, regulators) work toward a unified outcome.
Execution Oversight: Monitor project progress, coordinate between stakeholders, and enforce adherence to specifications, providing executive-level assurance that the final solution meets performance, schedule, and quality targets.

Currently at GWC in Doha, Brad manages a $100M portfolio with 20% annual growth and has directed logistics for landmark events including the FIFA World Cup 2022 and Qatar Expo 2023. Known for digitizing operations and forging partnerships with global brands, he combines strategic foresight with operational execution to deliver measurable results.
Jay Hutton

Jay Hutton is the Co-Founder and CEO of VSBLTY Groupe Technologies Corp. A seasoned software executive with over 25 years of experience, he combines the vision of a technology-driven leader with the operational discipline of a proven CEO. Jay began his career at Gandalf Technologies and later served as Country Manager at Ascend Communications during its rapid growth, IPO, and eventual sale to Lucent Technologies. He went on to lead a venture-backed telecom software company as President and CEO for a decade, guiding it to a successful public exit in 2011. Today, Jay applies his expertise to the evolution of smart cities, merging AI-driven security, public safety, and out-of-home media to create solutions that self-monetize while enhancing urban safety.

His expertise spans next-gen infrastructure, fiber optics, IoT, smart building systems, and enterprise wireless, with a track record of turning strategy into results. Mark has also led landmark projects including the American Dream Smart City development and the Niagara Smart Community Wireless Project, and holds certifications such as RCDD, CCDA, CWNA, GPON, and CCFD.
